The Role
We’re looking for an experienced and confident housing professional to join a busy Private Sector Housing team. This role involves carrying out inspections, enforcing housing legislation, and supporting a team of officers. The focus is on improving housing conditions across the private rented and owner-occupied sectors, including HMOs, empty properties, and damp and mould cases.
This is a varied role where no two days are the same – you’ll be dealing with complaints, carrying out enforcement work, and supporting landlords and tenants to resolve housing issues.
Main Duties
- Investigate complaints about poor housing conditions in private rented properties, including HMOs.
- Carry out inspections using HHSRS and enforce standards under the Housing Act 2004.
- Serve legal notices, prepare prosecution files, and carry out works in default where necessary.
- Support the delivery of licensing schemes – Mandatory, Additional, and Selective.
- Tackle issues around damp, mould, overcrowding, disrepair, and illegal conversions.
- Supervise or mentor junior officers, allocate cases, and oversee contractor work when needed.
- Work with internal teams and external partners such as the Police, Fire Brigade, and Trading Standards.
- Help with the council’s energy efficiency work – including MEES and fuel poverty projects.
- Prepare reports and attend court or tribunals to give evidence when required.
What We’re Looking For
- Solid experience in private sector housing enforcement.
- Good working knowledge of the Housing Act 2004, HHSRS, and other relevant legislation.
- Comfortable managing complex or high-risk cases and taking enforcement action.
- Experience supporting or leading a small team is an advantage.
- Strong communication skills and the ability to work well with landlords, tenants, and colleagues.
- Confident using IT and case management systems (Uniform experience is a plus).
- A relevant qualification and/or professional membership (e.g. CIEH, RICS, CIOB) is desirable.
